1. MINUTES of the meeting of 21 May 2001 was approved after clarification that Rob Winmill was not in attendance but sent apologies.
2. MATTERS ARISING
 

Proposed Wind Generators on Meikle Carewe
RES had withdrawn their application at Glamis due to technicalities. The Angus Director of Planning said in the press that if the plans had gone forward, they would have been recommended for refusal. Angus Council had employed their own noise assessor who advised that there were likely to be difficulties with noise at nearby properties. The RES noise assessor report has been accepted by Aberdeenshire Council. It was agreed that we write to the Council and suggest they look at the Angus Council report.

  Tree screening
Nothing further from Transco. Hazel will ask the Scottish Wildlife Trust to suggest a selection of tree species and costs.
  Community Council Boundary
Hazel had been in correspondence with the Council regarding errors with the boundaries drawn on the recently published map.
3. Police report
  There have been a number of minor accidents and careless driving reported. After one accident the driver had to be cut free from his vehicle, was found to be a disqualified driver and charged. Traffic division continued to monitor speeds on South Deeside Road and Netherley Road. Five drivers were reported and one had been educated.
  There have been a number of reports of suspicious vehicles in Maryculter, Netherley and
Banchory-Devenick areas. One vehicle was traced and the driver reported for various traffic
offences. There have been no break-ins.
4. PLANNING
    Discussion of application for 4 houses with homework units at Haremoss Maryculter.
Alan Bisset explained that this was in line with policy to discourage commuting, although there were no powers to enforce this and the space could be used just as an additional room.

7. Kincardine and Mearns Community Council Forum - 31st May, 2001.
  1. Scheme of Establishment of Community Councils
Councils should all have received maps of their area, the scheme and some notes for guidance available at www.aberdeenshire.gov.uk.
The scheme is also Councils were reminded that minutes and annual accounts should be forwarded to the Area Manager.
  2. Community Council Admin. Grants
Funding remains at last year's level. Each council will receive an interim payment of £475, followed by a second amount based on the electorate figures.
  3. Waste Management and Recycling
Current recycling banks are being expanded into mini recycling centres.
  4. The Scottish Coast Community Projects Scheme
Leaflets were available on this scheme.
  5. Training for Community Councillors
Plans are afoot to hold a mini conference in September at RGU.
Douglas Murray (Chairperson of the Association of Scottish CCs) has offered to attend a forum to give a national perspective on training.
It was agreed that it would be useful for two or three C.ommunity Councillors to meet with Sue Briggs (Senior Community Education Worker), Douglas Murray and Willie Munro (Area Manager). However doubts were expressed that the levels of training were too complicated and might put off prospective Community Councillors.
  6. Area Plan
This should be with the Area Committee during June. Feedback and suggestions from Community Councils will be welcomed.
  7. Area Top Up Budget
This amounts to £15,000 and is to be used to increase local service provision or assist in otherwise unfunded projects. Constraints include offering a position that had previously been lost through redundancy and any project that may require repeated funding.
  8. Galas, fairgrounds and circuses
From now on if a fair is to run in conjunction with a gala, the fair must book directly through the Council and post a bond of £750 in case of any damage.
  9. Acute Health Services
There will be a public meeting about Stracathro's Acute Health Services on July 30th at St. Lawrence's Hall, Laurencekirk.
  10. Rural Partnerships.
Judith Aylett of the Marr Area Partnership is a paid facilitator for this scheme which covers a large, sparsely populated area. According to Judith there was a low sense of identity, poor communications and no key employment. A quarterly newsletter was published by Kadet and Gordon. Communications, agriculture and tourism were identified as being of most concern. Ways forward included using and pooling existing information, make more use of computers, help schemes to use council equipment, and make the most of any grants on offer, although the Marr Area probably has more access to European funding than Kincardine and Mearns.
Questions after the talk raised doubts on the levels of interest from the general public and how to pinpoint areas with common interests that would benefit from a partnership. Willie Munro will work out a document for the next forum on Thursday 27th September 2001, and would welcome key areas of interest from the various community councils.
  11. Future Topics.
The Forum hopes to get a representative from NOSWA for the next meeting.
8. AOCB
  Maryculter West Primary School's new Headmistress is Kate Hopkins from Kincardine O'Neill
  It was reported that the new sign for Blairs obstructs the view of the South Deeside Road from Batchart Farm road. We will write to the Council if this is confirmed.
