1. MINUTES of the meeting of 15 October 2001 was approved with the following amendment.
Kate Kleppang did not attend the last meeting. Item 2. Rob spoke to NATS not Philip.
2. MATTERS ARISING
 

Vice Chairman
Rob is willing to the acting chairman until the next AGM. An acting Vice Chairman will need to be elected with a view to becoming chairman next year. Mike felt we should wait until we have a full Council. Nominations requested for the next meeting.

 

Proposed Wind Generators on Meikle Carewe
Philip reported that at the Area Committee Meeting on the 13th November the Councillors decided to make a visit to the site of the proposed wind farm at Meikle Carewe. It was decided that the Community Council would not speak at this meeting but would ask to speak at the next meeting. The chairman of that meeting will decide whether to allow speakers, probably only on new subjects. It was felt that we could speak on the report by the planning department which was only received on the 8th November, and it was quite contentious also as the public meeting was held in March some eight months ago it was felt that it would be fair to remind the Councillors of the points raised which have still not been satisfactorily addressed. Alan says the chairman is not obliged to hear anyone speak at Council hearing, but feels there has been and unusually long time -nine months-since the initial hearing. He does not feel that the Council wants to prolong this. McWAG and the Community Council and one other will probably speak, the developer RES will only speak if objectors speak. We will be putting forward suggested view points where the Councillors may wish to go namely Wellfield, Cookney church Monboys Cottage Glithno and the Council's own Scenic Route. Brodie McMurtrie has asked if he may attend, Alan said that anyone may attend, although it is hoped there will not be too many people. Philip felt that the planning department's report is selective and leans towards the developers. Bill felt that if we do not speak the Councillors may think we are a walkover.

Rob says we have acquired 20 deer protectors but we need wooden stakes too. Robert has been unable contact Transco yet.

Alan thinks that Stephen Marshall will be drawing up new boundaries is along Ward lines, as adjoining councils have no objections.
  South Deeside View
we are about 40 copies short and it is too expensive to reprint, Brian volunteered to photo copy more.
  Police report
No police personnel were available but their report stated that the traffic department continued to monitor speeding the vehicles in particular on both the South Deeside Road and Netherley Road they had noted the concern of the Community Council over the increase in traffic due to the A90 roadworks (now complete). There had been numerous accidents and an increased number of complaints with regard to speeding motorists since the last meeting possibly aggravated by diversions as a result of the roadworks. There has also been a number of complaints of careless driving and as a result there have been a few drivers reported with traffic offences such as careless/dangerous driving and drink driving.
Housebreaking occurred on the 11th October between 3pm and 5pm, entry gained by smashing glass panel of rear door of an isolated house on the South Deeside Road property mainly jewellery to the value of a four figure sum stolen. On the 23rd October between 4:30 and 7:30pm an isolated house in Banchory-Devenick area was entered by forcing the open rear bedroom window (no lock fitted) various items of property stolen. Police have a positive line of inquiry regarding this crime and anticipate offenders being reported and dealt with. 4th November overnight a motorcycle was stolen from an insecure garage at Ardoe the motorcycle has been recovered by police and inquiry is still continuing. There were a few housebreakings in Durris area, so we remind people that the Rural area is being targeted by certain criminals and the community should report any suspicious vehicles/persons or activity.
Robert attended the annual Community consultation at Stonehaven, although the concerns of the town are very different from those of our area, he stressed that our concerns were housebreakings and Road traffic offences. He was able to discuss the matter with the sergeant in charge of traffic who could not promise to increase activity of traffic cars in our area due to a shortage of manpower.
3. PLANNING
    Goldcrest developments gave a short presentation on their outline planning application for seven houses at Kirkton of Maryculter. The ownership of the access road was questioned but the developer stated they have right of access. The roads department had requested improvement to one corner, also low-level lighting in the new development would be provided. This development is dependent on the new local plan which probably won't be in force for at least a year. Due to a misunderstanding the attendance of the developer was not advertised. The developer has agreed to return early next year to answer questions from local people.
The proposed development at Stobhall by Churchill Homes, of which four houses had been refused was going to an inquiry. Any objections already made would be presented at the inquiry. Concern was expressed at the meeting at the very poor response from Stonehaven planning department who take a considerable amount of time in comparison to Aberdeen City planning department, who appear to be a far more professional outfit. Alan Bisset asked for specific instances, which he would then take up with Head of Planning.
A further application has been submitted for a house on the site of the old mink farm, Maryculter, we had not written to object to this application as it was assumed our previous objections would be carried forward. This would appear not to be the case and it was agreed that an objection be submitted. The councillors will be making a site visit in the near future.
A retrospective planning application has been submitted for the two residential caravans at Maryculter for a proposed organic farm. There is still concern that flouting regulations can lead to obtaining planning permission, whereas those residents who stick by the rules are penalised. In answer to the question, what action will be taken to remove these unauthorised caravans, it was confirmed that an enforcement order would be issued, unfortunately they planning department do not have a very good record with regard to enforcement.

6. CORRESPONDENCE
    We had received a response to our request to be considered for funding of a Rural Post Office, which stated that funding was only available if the office had been closed in the last 12 months or was under threat of closure. Our last Post Office closed about six years ago and although we do not qualify for grants Robert was instructed to write again to object to the limit on funding.

7. AOCB
  Rob mentioned that several long vehicles had tried to negotiate the Cookney Church Road unsuccessfully, is it possible to have road signs stating unsuitable for long vehicles. Alan Bisset mentioned that the proposed Kingswells Stadium if built would cause immense problems on the Netherley Road on match days. Philip said there were far too many lorries and some appeared to be illegally loaded and speeding, this was a concern particularly when the school bus was dropping off children at their homes. Alan said that it was difficult to get restrictions particularly as Netherley and other areas along the road were not settlements. It was agreed to invite the Head of the Roads Dept to a future meeting together with the police officer in charge of traffic cars in our area.
