1. MINUTE of the meeting of 19 November was approved with the following amendments. Rob is willing to be acting chairman…In the last line of Planning 'the' not 'they'
2. MATTERS ARISING

Mike Birch was elected vice-chairman to serve until June 2002

  Proposed Wind Generators on Meikle Carewe
Philip gave a summary of the Area Committee meeting on 4 December, where members voted 6 to 4 against the Windfarm development. The developers have six months in which to appeal and it is thought very likely that this will happen. Rob was surprised at the amount of discussion that took place and was impressed by the fact that the committee had obviously read the submissions very carefully. He was also very unhappy with the insinuation that Councillor Bisset had not acted impartially in this matter. It was unanimously agreed that both councillor Bisset and Wallace had always acted with absolute probity and impartiality in this matter and others and the Secretary was instructed to the write to the Area Manager to emphasise this. Alan Bisset commented that the Community Council and McWAG were complimented on their professional presentations at the meeting. Rob thanked everybody especially Philip for all their and hard work.

Tree screening
Rob had spoken to Gordon Morrison there no trees are available at present so we should delay planting until March. Fiona asked how many trees were involved, it is approximately 30 to 40. Robert has been unable contact Transco yet.

  Police report
No police personnel were available but their report stated that there had been two cases involving careless driving and one of drink driving. There were no reports of housebreaking, but thieves had entered Ardoe House Hotel during the daytime and stolen various items. Two people were subsequently apprehended and charged with the offence as well as 40 other offences in Aberdeenshire and 50 in the City. There had been several housebreakings in Stonehaven and Muchalls, in most cases there were no lights shown in the houses, we are advised to perfect time switches so that our houses appear occupied the Netherley bridge had been damaged recently and will be repaired shortly.
3. PLANNING
    Rob discussed a Consultation Paper - Get involved in planning - received from Scottish Executive, we had to respond by March 2002. There will be a site visit soon regarding the new house at the site of the old Mink Farm. Rob and Green Wedge had been lobbying to reduce the area for development at Blairs from 500 to 100 acres, Sandy Wallace had successfully argued the case at the recent infrastructure meeting.
We were informed that there was a meeting regarding the possibility of closing local primary schools and using the private finance initiative to build a new primary school to cover Banchory-Devenick, Netherley and Maryculter. Very little information was available and the general feeling was that whilst a new school building would be welcomed the loss of community focus was to be condemned.

6. CORRESPONDENCE
    We had received a response to our request to be considered for funding of a Rural Post Office, which stated that funding was only available if the office had been closed in the last 12 months or was under threat of closure. Our last Post Office closed about six years ago and although we do not qualify for grants Robert was instructed to write again to object to the limit on funding.

  Robert attended a briefing on Local Authority Finance on the 4th December at Crathes
A brief explanation of 3 year Revenue Budget by Charles Armstrong Director of finance and Derek Yule Head of Finance (Accountancy and Corporate)
Aberdeenshire has the 5th highest population and is the 4th largest area of Scottish Councils with 200 Schools. The average of 28.8 fulltime (or equivalent) employees compares well with the Scottish average of 36 per 1000. The Aberdeenshire Grant support per head is less than all but one comparative council (i.e. Mixed Rural ).Keeping services the same for next year would mean an increase of 7.4% in Council Tax
The Question and Answer session produced many comments mainly on how we can persuade the Scottish Executive to increase our grant to parity with other similar councils, this would mean an increase of £36million each year. Subsequent to the meeting a press report stated additional funds would be available next year to councils but at this stage it is not known how this will affect our Council tax.
Mike Burch reminded us of the 'Bin-it' campaign, which should focus on a different area next year Maryculter or Netherley.
Hazel Witte had spoken to Rob as she had received neighbour notification for a planning application of 10 houses behind her house in Maryculter, we have not yet received any notification
Rob would like to see the Council run a short course on planning regulations for new members, it is suggested that we invite someone from planning to talk to us perhaps in April.
