  Tree screening
Rob will order about 36 trees at £50-£60 including stakes and guards to be planted by us in March, whilst we continue to seek Transco's agreement and support.
Sandy thought that tree screening of the Hall might aid getting permanent planning permission. It was thought that the Roads department might want to move the fence near the Hall back a metre away from the road.

3. PLANNING
  Organic Farm at Maryculter
Mr & Mrs Al-Sibai who had put in a retrospective planning application at their proposed Organic Farm at Maryculter complained of the comments in the November minutes. The line "…an enforcement order would be issued.." should have read "…an enforcement order could be issued…" The Chairman explained that it was a simple transcription error..
  Draft Settlement statements
Draft Settlement statements had been issued for discussion & comment by Area Committee.
Netherley to have about 20 new private houses in the area EAST of the wood by the School
Maryculter West - 10 to 15 more Houses opposite primary School by 2011
Maryculter East - previous area for 2 houses now enlarged to 5 houses and further area added for about 10 houses.
Kirkton of Maryculter - New settlement envelope now includes the area where Goldcrest proposes to put 7 houses.
Stobhall - Settlement envelope re-drawn to exclude both the area WEST of Grampian Fire Protection and the area NORTH of South Deeside road. Settlement envelope will still allow for up to 6 new houses.
  Stobhall appeal
Brian Tilley reported that the residents will speak at the Public Enquiry (3 houses west of Grampian Fire Protection). The re-drawing of the envelope previously referred to will obviously help their case. Meanwhile they are still scrutinising the developers changes of drawings/specifications on plots 1-4 already granted. Sewage concerns remain. More generally , Stobhall residents report that their dealings with the Planning Dept. at Viewmount have left them unhappy at lack of efficiency, part-time working and failure to reply to specific complaints and queries. Suggested that they should involve the Area Manager, elected councillors and community Council with complaints. The community council will follow up their letter quoting other complaints in support. Any complaints about the Planning Dept. should be directed through or copied to, elected members and the community council.
  Mink Farm
The latest application for a house (3rd) has again been refused, Sandy believes that a house is to be preferred to industrial use and that something should be done with the site as big developers are the real threat to the area, not people developing the odd house or three. It is rumoured that this site has also been offered or suggested as a new school site.
  Sunnyside Maryculter
Application for 10 houses at Sunnyside Maryculter - one house has previously been refused by Reporter on appeal principally due to access to the B979.Developer claims Sunnyside zoned for houses under CALP. Rob thinks not (it is not a settlement envelope).
Sandy of the opinion that the application has some merit as it proposes a single access point. It would also appear that the applicant has offered land at the site for a new school.

5. FINANCE
  There will be a double 200+ club draw in February. The Maryculter Playgroup with 27 registered children requested a grant due to fourfold increase in costs on moving to Corbie Hall. It was proposed and agreed to give them £300 for 2002. An application for £125 from the Baby and Toddler group was also approved. Although other groups may well be requesting funds, there was a balance at the beginning of 2002 of over £1200 even before we add this years 200 club money. Local organisations should be encouraged to apply for small grants.
6. CORRESPONDENCE
  Mr Craigmyle had responded to our letter of invitation to a meeting by asking what we wished to discuss even though we had only requested a date with the promise to give probable questions in good time. It was agreed to put the following items on the Agenda:
Road repairs, gritting and ploughing, drain clearing, verge cutting, pot holes,uneven road surfaces. Lack of cats-eyes - originally cast iron now stick on, which snowploughs and heavy vehicles remove. Is the Netherley bridge still suitable for heavy lorries. Speed limits outside schools. We intend to ask the police at the same time once we have a date.

7. AOCB
  Netherley School representative discussed proposed three closures and building of one replacement new school, parents do not want it - but interested in a merger between Netherley and Maryculter West School but wish to discuss with the Council. Meetings are to be held at Mackie Academy on 28th 29th and 31st January on the basis of informal consultation. More discussion will take place when the Scottish Executive advise if the PPP application is successful.
Netherley representatives seek active support of community council. Sandy was asked for his view but wanted to wait until after parents meetings.
Sandy stressed that the PTA's should be running the meetings and the council representative (Hamish Vernal) is the guest not organiser. Rob asked if each of the schools had organised their questions, which they have although one parent did say they wished to participate very fully. Sandy wished to know if the PTA's had been informed of meetings, very high handed of council. The Education office thinks the Community Council are being invited, but nothing had been received as yet. Director of Education favours the 150 primary pupils under one roof. Current rolls Banchory-Devenick 69 Maryculter 50 Netherley 27. Both councillors favoured a combined meeting with all three schools but council do not appear to want it. Local parents want rural schools. Philip thinks the community council should become involved.
There were complaints regarding three weeks without refuse collection over the holiday period, and lack of advertisements of the revised collection times, but collection time were advertised in local papers. Snow however meant that the interim holiday collection could not be made, which led to the three week gap.
