Rural Schools Closure
All three discussion sessions hosted by Aberdeenshire Council were attended
by various community councillors. The proposal that a single new primary
school should be built to replace those at Netherley, Maryculter West
and Banchory-Devenick. It was refreshing to hear that, whilst Planning
Dept continues to attract criticism, most people attending the Education
Dept's presentation on the proposed new school felt that there is a sincere
desire on the part of the Council to hear the views of everyone in the
area on this potentially emotive subject. Several speakers commended the
Council on what seems a genuine consultation of all those affected, aimed
at achieving the best possible outcome for all. It was agreed that the
Community Council should join the parents' representatives in the continuing
discussions with the Council. The impression gained at the Banchory-Devenick
meeting was that the plan would not go ahead if only two schools agreed,
those at the other meetings had the opinion that it could still go ahead.
Kate had asked if the parents could veto for the plans, Alan Findlay for
the Council had said that was not possible. At other meetings however
the opposite impression was gained. Alan Bisset mentioned that it is possible
to change politicians' minds especially as there are elections this year.
Steve Davies, Chairman Netherley School Governors, said that it was agreed
that a representative from each school and one from the community council
could input questions to the questionnaire to be prepared by independent
consultants. Steve showed a map with an area circled within which it had
been agreed that any school should be built. It would be best to correspond
with Hamish Vernal (Education) rather than through W Munro.

Police report
7 road traffic accidents on South Deeside Road and Netherley Road, all due
to driver error, two resulted in minor injuries. One reported housebreaking
at Kirkton of Maryculter, entry gained by breaking a rear window, £1500
of computer equipment stolen. A reminder that we should all be vigilant
and report any suspicious persons or vehicles. |

Rob has distributed a letter of explanation to neighbours of the 5 new
settlement boundaries proposed in the next Local Plan: they cover Stobhall,
Netherley, Maryculter (West and East) and Kirkton of Maryculter. These
new 'envelopes' would add as many as 70 new houses to the Community Council
area. It was clear that whilst some of the suggestions are welcomed by
residents (such as the new Stobhall boundary), other settlement proposals
are seen as far less desirable. It was suggested that some fairly arbitrary
lines have been drawn on a map with little consideration being given to
the consequences for roads, for the present inhabitants or for the existing
pattern of development. In one case a future housing area has been outlined
without even consulting the owner of the land on which it has been drawn.
Other speakers drew attention to the fact that in Maryculter East, 15
new houses were being proposed in the village compared with the 13 there
at present. Similarly it was pointed out that in Netherley, the suggestion
to define a wholly new settlement envisaged around 25 houses within it,
in an area of 3 or 4 acres compared with the existing 25 which are spread
over more than 400 acres. (The 25 new houses would be added to a group
of only 5 between the 'bus stop and the school if the proposal were to
be accepted.)
Colonel Campbell mentioned that this was the third time that his land
had been suggested for development without any contact made with himself,
and that the planners had suggested that it was suitable as it was recently
felled land. He said it had been felled ready for replanting of the forest.
Councillor Alan Bisset outlined to the meeting the process and time-scale
of the consultation on these potential developments and emphasised that
they are only the planners' suggestions at this stage and that the views
of the public may well persuade the planners to amend their proposals.
Both Cllr Bisset and the Chairman urged anyone with a view on any of the
settlement proposals - whether for them or against them - to write not
only to their local Councillor but to the Planning Department at Viewmount.

Alan said that Mr Mitchell the senior roads official would
be visiting the Netherley Bridge to assess the problems. Alan also said
that a recent survey found that 19% of traffic on the A90 dual carriageway
were lorries whereas 10% of traffic on the B979 were lorries, this is a
very high figure for a B road. |
