Minutes

1. MINUTE of the meeting of 18 March 2002 was approved
2. MATTERS ARISING

Website
Nothing to report..

Rural Schools Closure
Philip and Avril would attend the meeting on 23 April with the three School Boards.

  Tree screening
Nothing further.
  Roads - Netherley Bridge
Alan had met with the Roads dept head and reported that the Council were loathe to close the Netherley road to heavy goods traffic. The width of the bridge is causing concern. The meeting was reminded that the roads dept had refused to attend our meeting, Alan commented that this was unacceptable and that Health and safety matters had been raised in Stonehaven over the Netherley Bridge and Alan felt that we should write as individuals to express our views.
  Wheelie Bins
to be followed up.
  Police report
The only contribution from the Police was the South Aberdeenshire Police report, nothing reported in our area but a break in at Portlethen Golf Club. It was asked whether we needed to see a police presence at each meeting. Alan said the police board are supposed to look after our general interests and concerns, but they are not effective.
Kate attended the last forum and the new inspector bemoaned the lack of numbers to attend to all duties. There was a general feeling of dissatisfaction which will be pursued. Bill said that talking directly to a Community Policeman directly is better than a bland report, which is not interactive. It was agreed that we would like to be visited regularly. Residents raised the issue of response time citing an incident when the police had been called about some persons acting suspiciously. It was agreed that it would be useful for the community council to collate such examples to allow follow-up. It was suggested that this should also apply to road traffic incidents on the two main thoroughfares in light of past comment in the local press.
3. PLANNING

Westside Croft appeal
our original letter of objection stands.

  Mobile Phone Mast
Orange Communications are hoping to erect a mast at Balnagubs above the Lairhillock.
  Maryculter Organic Farm
Alan thinks it is a flouting of the planning regulations and things seem to be sprawling ever larger. As it has been refused permission, an appeal or a new plan will have to be put forward before the occupants can obtain permission now.
Settlement Statement - Philip asked Alan to clarify the situation re boundary lines for Netherley, Alan said that nothing will be acted upon until the schools issue is settled.

Blairs
Philip read out a letter from Sandy Wallace re 70 houses, in a non specific location. Fiona expressed concern about the type of house - she asked will there be any low cost housing and what is the actual definition of "low cost". Kate asked about Muir Group dealing with the sewage problem. If there are only 70 houses then a new sewage works would not be required, and pipes would have to be inserted under the river. Alan said these were only draft proposals.

  Stobhall
Going to appeal May 14. Local residents will put forward their opinions - the reporter should allow people to be heard.
  Jockston Farm Steading
Following the previous discussion of the sudden change of policy on conversion of steadings in the green belt it was agreed to support the application at Jockston Farm Steading.
