Matters Arising
|

Rural Schools Closure
|
| |
Avril and Philip attended a meeting with council officers, a proposal
has been published, that does not appear to be available at the moment.
Fiona asked if the public could see this. We will attempt to find out.
It is suggested that the school will now be for 145 pupils and not 170,
parents do not want the secondary zoning to be altered, the site at Netherley
near the Lairhillock was suggested but it is probable that the gas pipeline
would interfere with the site Hamish Vernal has promised to involve the
parents of all three schools. Alan said that if no money is received within
the next week nothing will be done until after the summer holidays. There
is no guarantee that secondary schools zoning will not change in the future.
It is felt that a compromise will have to be reached. Banchory-Devenick
parents are not interested in a school closer to Netherley and away from
Aberdeen where a lot of parents work and can take their children to school
on the way to work. There is a desperate need for a new building at Netherley.
Any new school should be a community facility one parent thought that
it had stated in the P&J that the school would be open three evenings
a week for various activities Mike has undertaken to canvass Banchory-Devenick
parents views. Robert asked Steve, chairman of Governors of Netherley
school if the Community Council could help. He felt that we should wait
to see whether funding is available.

Website

Kevin proposed that we should change our site to a portal
although this would cost a little more than existing, it would give easier
access to other sites. The community Council might also give consideration
to allowing advertising on site. |

Tree screening
|
| |
Trees would now be purchased in the autumn, if Transco agree
to our plan. |

Wheelie Bins
|
| |
Alan has had letters from many people not wishing to lose
weekly collections. |
 |
Roads
|
| |
Alan suggested that it might be an idea to photograph the
heavy lorries using the Netherley Road and although there would appear to
be nothing illegal in the size of lorry, he felt it would be useful to present
photographic evidence to the owners of the lorries and ask them why they
were sending them through unsuitable roads. Letters between Alan and the
roads department were read out and the conclusion was that the council officers
felt they could better use their time answering letters than attending one
of our meetings. In one letter from Mr Morrison head of roads to Alan it
was stated that the police confirmed that they checked the route on a weekly
basis along with the vehicle Inspectorate to address the problems of vehicles
trying to avoid the testing station on the A90. As no one at the meeting
had ever seen heavy lorries stopped by the police or anyone from the vehicle
Inspectorate on the route it was agreed that we should write to the police
asking for details of the number of vehicles stopped and the numbers found
overweight or illegal, Philip and Robert would liaise on this. |

Planning

Westside Croft
|
| |
There is a site visit at 2:15 PM on May the 30th in respect
of the appeal to the Scottish Executive Kevin hopes to attend although he
would not be allowed to speak other than to point out relevant aspects of
the site. |

Orange Cellnet Mast
|
| |
The Orange Cellnet mast proposed at Balnagubs is 15 m high
and it would appear that consultation has already been done and it is unlikely
any objections would be made. |

Blairs
|
| |
Confirmed that the area on the map is merely an indication
that there may be houses in the future it does not indicate size or position
of the area to be developed. Tony asked if we could do anything about this,
Alan thinks not. Tony felt that the developers could make a lot of out of
the woolly minded Council thinking. Robert will write regarding our concerns,
and attempt to find out a definition of affordable housing. |

Proposed organic farm on the Netherley road

Alan thought that the site was expanding, this was agreed
and it was felt that this site made a mockery of the planning system |

Stobhall
|
| |
Appeal had gone as well as expected. Result awaited in a couple
of months. |
 |
Windfarm
|
| |
Windfarm final date for appeal is June 13. The letter from
Mr Van Midden published in the Leader was discussed and despite concern
over the language like "sleazy", the majority opinion was that
we should not respond. |

Cookney Hill
|
| |
Proposed development of eight large houses.The area is not
a designated settlement envelope in the next area plan (ALP), but it is
in the existing one(CALP). This is a very rocky site and it was considered
drainage and sewage would be difficult. Alan could not comment as he declared
an interest. It may be possible to obtain planning gain to refurbish the
old village hall. At the moment there did not appear to be major objections
apart from drainage, sewage and possible light pollution as it is a very
prominent site, although if the existing trees are retained, that would
help reduce the impact. Rob will raise these Concerns with the planning
department. |

Golf driving range
|

Mr Gauld had submitted a planning application for a golf Academy
at Haugh of Ardoe (despite a very recent plan for woodland). There is also
the ongoing dispute over the right of way which the council have consistently
refused to take further. There was great concern about this application
in particular, traffic impact on the South Deeside Road and the light pollution
into the Dee. Rob will object to the planning department and inform our
Community Council colleagues on the other side of the river. |

AGM next meeting
|

Rob Winmill and Bill Fraser are due to stand down. Rob has
indicated that he would stand again but did not wish to be Chairman. We
will have vacancies for Councillors in Netherley, Maryculter and Banchory-Devenick
