MINUTES of the meeting of 18th November were approved
with the following amendments:
" Mike Birch should have been shown as absent
" Haugh of Ardoe -was adjusted to reflect correct status of discussions
between Bill Fraser and the Rights of Way Society

Matters Arising
|
 |
Rural Schools Closure
|
| |
It was reported that Hamish Vernal would be attending meetings with parents
at both Maryculter and Netherley Primary schools in January 2003 to discuss
the proposed two-school merger. It was hoped that as a result of these
meetings a firm recommendation could be made on the proposed merger without
the need for further formal consultation. Sandy Wallace, Alan Bisset and
Philip Smart will be attending the meetings. It was agreed that the need
for NKRCC to leaflet parents (as had been suggested at an earlier meeting)
would be reviewed following these meetings.

Alan Bisset stated that he expected
the report to be available regarding the Council's ongoing study early in
2003. Robert will contact Philip regarding any observations from local residents
which have been posted on our web site (Philip is the only person with read
access). |

Planning

Organic Farm
|
| |
A site visit had been
arranged for 10 December to review planning application. Letters had been
sent to those directly affected by the proposal. Despite objections, the
Planning department had recommended approval - final decision to be taken
at next Planning Committee meeting scheduled for 14 January 2003. There
was an extended discussion regarding the planning application - the consensus
was that the Community Council should continue to voice its objection, in
the main due to the failure of the applicants to follow correct planning
procedures. |

Golf Driving Range

it was reported that
a site visit had been arranged for the following day (10 December) -Mike
Birch indicated that he would be attending on behalf of NKRCC. Although
the application has been scheduled for review by the Planning committee
in January no recommendation had yet been made by the Council officers which
was unusual. |

Cookney

The application to build 9 houses had been approved
- it was not clear whether any restriction had been placed on the street
lighting to be provided ( to address earlier concerns raised about "light
pollution" given the elevated site of the development).

Westside -Maryculter
|
| |
It was noted that a revised application for a
third house had been submitted (an application for two houses had already
been approved). Kevin Park agreed to solicit opinions from local residents
regarding the new application. |

Blairs
|
| |
It was reported that this application was still pending a
traffic assessment. NKRCC have agreed that they will present objections
at any enquiry in conjunction with Green Wedge group to avoid duplication.
One issue to be confirmed is the developer's plans for the listed buildings.
Alan Bisset had suggested that an exhibition be mounted by the Milne Group
to better inform interested parties of their plans - he is currently awaiting
a response. Alan also drew the attention of the meeting to a recent article
which had appeared in the Aberdeen Press and Journal in which he had been
misquoted regarding his support for the proposed development. |

of a one way system to be introduced as a condition of the previous planning

Police report: The police again reported a low level
of activity in our area but encouraged local residents to be vigilant especially
at this time of year. They reported that they have been dropping off flyers
at houses found in darkness to encourage householders to leave a light on
to deter burglars. |

Letter from Portlethen Community Council - letter received
thanking us for our support in their submission for the new Aberdeen football
ground to be sited in their area. |

 |
Letter from Scottish Natural Heritage -
letter received advising us of their intention to include Crynoch Burn,
Burn of Durris and Burn of Tillybouries in their application for the Dee
river valley to be recognized as a site of special scientific interest. |

Refuse Collections - a letter had been
received from Aberdeenshire Council regarding the changes to be made to
normal collection days due to the forthcoming holidays. Those with a Wednesday
collection (i.e. Christmas and New Year's Days) will now have their refuse
picked up on the previous Saturdays. Those with a Thursday 2 January collection
will have their refuse picked up on the following Saturday. All other days
are unaffected

Community Council Accounts - following a review of
financial controls Aberdeenshire Council has indicated that it will no longer
be necessary for the accounts of individual Community Councils to be audited
to qualify for financial support. It was agreed that Raymond should consider
the matter further but the view of the meeting was that we should continue
to have accounts audited.

Recycling Advisory Group - a request had been received
from the newly formed Council group for volunteers from the local community
to be identified who would receive training in recycling so that they could
then pass this knowledge on to others in their areas. The letter was passed
to Mike Birch for response. |

Cooper Trust - Sandy Wallace advised the meeting that the
Cooper Trust which was administered in part by Aberdeenshire Council had
been set up many years ago to provide financial support to the elderly and
needy of Banchory Devenick and Maryculter. Given the small amount of capital
it was not generating sufficient income to be able to provide any grants.
It was proposed to wind up the Trust and transfer any monies to the Maryculter
Welfare Fund or other relevant local group. It was agreed that this was
a sensible suggestion and Bob Simpson would contact Sandy with details of
the Welfare Fund so that the required arrangements could be made. |
