MINUTES of the meeting of 16 May were approved

MATTERS ARISING

New Lairhillock School – Work still supposed to start by August – no other news.

Portlethen/Banchory-Devenick Primary School – There is no intention to merge Banchory-Devenick with any school. The Education Authority has dropped it’s plan in the face of the parents unanimous rejection of the proposal.

Web site – Kevin will be asked to add the South Deeside View to the website with a disclaimer that the views do not represent the views of the Community Council, except in respect of the Community Councils own contributions to it.

Roads – B979 closure – all those affected have been notified. Rob would like HGVs to be diverted via the A90 and not to use the minor road diversions. He has emailed the Roads dept accordingly. Closure from 22 June for 8 days.

Duncan asked when warning lights at Banchory-Devenick crossroads would be installed, an accident occurred there on June 12. Also the road (C34K) from the cross roads to the Chicken sheds has many potholes and recent repairs were poorly carried out and did not go far enough.

Western Peripheral Route –  Letter from Jacobs-Babtie (consultants) apologising for not informing us of progress. Philip will write regarding –

  1. More extensive consultation with all households likely to be affected by any proposed route – not merely those within 200 or  300 metres
  2. Light Pollution –
  3. Potential noise nuisance.

Mike mentioned the environmental aspect, water course pollution and disruption thereof..

South Deeside View – Will be available this week. Hazel Witte will assist Carolyn in future production of the SDV.

ALP - Public Inquiry – Nothing to report, awaiting Reporter’s recommendations, probably in Autumn.

Blairs – Nothing to report.

A request for funds to assist in the purchase of a play-station for the Maryculter Youth Café – it was agreed to grant £150.

Police Report – No official report but there have been several road accidents in our area.

Notice Board at Hall – It was agreed to remove the notice board at Maryculter East and mover it to Corbie Hall.

It was reported that used syringes had been found at Blue Hill.

Kincardine & Mearns Area Forum 26th May 2005

Jim Clark gave a presentation on behalf of Grampian Fire and Rescue Service.

Preventing, protecting and responding is their remit.

Government reform in 2003 has led to restructuring of the fire service. Changes implemented include closer partnerships with ambulance and police services, reduced workforce including part-time fire fighters, moving fire stations for faster response times and responsibility for assessing and improving porformance.

Working closely with children, over half the call outs are due to vandalism and deliberate fire raising.

Working with convicted drink drivers – Grampian has a high rate of Road Traffic Accidents.

Setting up a detailed data base on Heritage Sites to protect historic buildings.

Adapting to environmental changes – modern building techniques reduce the risk of fire, wetter winters increase the risk of flooding and hotter, drier summers increase the risk of bush fires.

A poster campaign in partnership with First Bus aimed at reducing hoax calls.

There were seven deaths due to fire in Grampian last year. A high proportion of these are drug and/or drink related.

21-50 age group are most at risk of fire.

It costs £600,000/annum/fire engine.

Over ten times as many people are saved from RTAs than from fires.

Issues and Concerns

Mearns Academy has opted for a new school and sports facility (no pool) to be built on existing playing field.

Auchenblae P.S. is getting an extension for P7 and a nursery school to be completed by summer 2006.

Support for the idea of community schools and how integrated they can become.

Setting up of e-mail circles between community councils to exchange information and expertise – susiebrown@btopenworld.com will coordinate.

Although NKRCC welcomed the introduction of online planning access other councils were concerned at the apparent lack of hard copy.

Update of Matters of Interest

Stonehaven and Portlethen are experiencing difficulty in finding waste sites.

Hamish Vernal’s replacement is Sehal Farouke from Plymouth.

Area Plan is not quite finished – priority is to be given to achievable projects.

Sue Hawkins has retired from the Kincardine and Deeside Voice.

Janet Hood retires from Aberdeenshire council in the near future.
