Sandy Wallace was congratulated on his successful re-election (Lower Deeside). The Secretary was instructed to write Michael Sullivan, (Stonehaven North & Fetteresso) asking if he would be attending our meetings.

 

MINUTES of the meeting of 21st April were approved.

 

1.                  MATTERS ARISING

 

Rural Schools Merger – Outline planning permission had been applied for the site opposite the Lairhillock. Sandy was asked if the site was owned by the Council yet. He confirmed that it was not but said that the matter was due to be discussed at the next relevant Council meeting. He was also asked if he knew how much the site was costing, but he was unable to say at the moment.

Web site –  The site was updated and links to some neighbouring councils in place. Kevin had applied for registration to Yahoo to create a forum.

Western Peripheral RoutePhilip has contacted the council and has a provisional agreement that Ewan Wallace of the Roads dept will attend one of our meetings to explain the scheme and process with a view to having a public meeting at a later date when more details are available. Apparently a precedent is being set by Kingswells CC having a presentation from Aberdeen City. A discussion on the need for the WPR ensued. Whilst the need for it was vigorously debated all present agreed that it was vital that our contacts with the council established exactly what process would be followed, what the timetable for amendments would be and what flexibility there might be in the exact route. Henry Irvine-Fortescue was organising opposition and Robin was mandated to contact him. Bill suggested and it was agreed that we contact other Community Councils along and near the route to obtain their views.

 

PLANNING

 

Blairs – (281 houses, Hotel Conference Centre.) Rob reported that the Special Hearing before the Area Committee was due on 27 May though as no arrangements had yet been given, Sandy felt it probable that it would be further postponed. NKRCC and Green Wedge will present a case against the application based on:

1)      No shortage of housing in the Aberdeenshire Housing Management Area

2)      Major Development in the Green Belt

3)      Creation of precedent for more housing (at Blairs or elsewhere in the Green Belt)

4)      Scale of proposed development is far in excess of what is needed to maintain Blairs College in good condition.

Pipeline – From Garlogie to Montrose through our area, Rob would investigate further.

 

2.                  FINANCE

4.             CORRESPONDENCE

Police report: The Police gave the secretary a verbal report on Sunday that there had been no incidents in the area apart from Road Traffic accidents on the B979 and South Deeside Roads. The secretary was asked to obtain further details of the serious accident that included an HGV on the B979 last week.

 

5.         AOCB

 

Elections – to be held at AGM 16 June. Kate, Mike and Philip are due to stand down, but can stand again. Jill Greenlees who was co-opted will stand for election. There are vacancies for Councillors in Netherley, Maryculter and Banchory-Devenick

Plant Sale£123.55 was raised to assist the South Deeside View production

Rubbish Collection – A question from the floor as to who was responsible for picking up litter by the roadside was referred to Mike.

Roadside Reflectors – There are many damaged reflectors on the B979, the secretary was asked to write to the Council to ask them to replace those on dangerous bends, if necessary by relocating the excess in other areas.
