MINUTES of the meeting of  October 18th  were approved.

1.                  MATTERS ARISING

New School – Traffic calming measures have been made a condition of planning permission y the reporter. The scheme will be funded from Aberdeenshire Council’s budget.  NKRCC have not received the recent letter on this subject. Mike Sullivan reported the scheme should be finished by 2006. Rob thinks having to wait over 2 years is ridiculous. Philip moved that we should request resumed consultation meetings with the council.  We need suggestions for a wish list particularly addressing anything as a result of the funding/management change.

Web site – A new free website space will be created, to which the www.nkrcc.org and www.nkrcc.org.uk addresses will be redirected.

Roads – Banchory-Devenick Crossroads – Electronic warning sign still not in place. Also, there was a recent report of potholes thought to be caused by inadequate patching.  Surface undulations also making driving conditions difficult.

Netherley Road closure – Extended by one more week, after which the A90 work scheduled until Christmas.  Moved that we should write about reservations concerning HGVs. on diversionary routes through the NKRCC area on unsuitable roads.

Western Peripheral Route – Philip summarised the various meetings held and representations made to the community council since their involvement, and invited further comment from councillors and public. Philip has written an item for South Deeside View about the WPR. Public consultation is now scheduled to be held in the New Year.  Line orders to be decided by summer 2005,  therefore new route must be decided before that.  Neil McAllan reported from his meeting on Nov 3rd regarding siting of access road from the A90 and said the consultative roadshow will take place early next year – February. Questioned as to whether we accepting in principle that WPR will be built? Moved that our approach is still to get the developers to engineer a design with which has least impact and then decide a position.  Moved to carry on with watching brief.  Questioned about road closures - we had been asked initially by the project team about whether any local road closures were wanted to a nil response so our position is that all roads should remain open. Moved that we think that the Marywell proposal should be given equal consideration with the Charleston fly-over proposal (as one or the other – not both).

A site visit to Marywell / Charleston is to be hosted by local resident Neil McAllan.

 

Public question about a cycle way or walkway on the WPR?  We moved would particularly like there to be a walkway/cycleway over the proposed Dee bridge to connect to the Deeside rail path.

Maryculter Community Hall management Committee – Bob McKinney has indicated that he would be willing to attend meetings, when available.

South Deeside View – Carolyn wants to continue, but Trish is too busy.  We will try and fund the SDV in its continuing form somehow.  Next edition will appear soon.

 

Public question if community notice boards could be made more accessible, e.g. if there was one at the Community Hall.  Also, could other information be pinned to notice boards outwith the current content?  We would ask the Hall Management Committee about these issues.

Public question if a rubbish bin could be provided at the Community Hall. The Hall Committee would be asked.

Scouts group would like an area dedicated for off-road mountain biking, as any ramps/jumps made on Forestry Commission property are removed.  Mike Sullivan will inform Sandy Wallace and get back to the scouts.

Other question from the public voicing concern over possible loss of last permanent teacher at Maryculter West school, due to falling school roll.  We will write to on parent’s behalf to Sandy Wallace to bring this to the attention of Education Director Hamish Vernal.

 

2.                  PLANNING

Lynheath Cottage – Application is not up yet. We have written in support.

Blairs College – 281 houses etc – Nothing further to report.

ALP - Public Inquiry – 3rd session due in January.  We will either appear or liase with Green Wedge to represent us.

Easter Ardoe – Holiday Chalets – Mike has been garnering opinions, and there are several objections by local residents agreed no further action.

200 Club Draw

November’s Draw to be made in December.  New tickets are out for 2005 200 Club.

Administration grant of £475 from council has arrived.  Maryculter Playgroup has asked for funds for new equipment.  Agreed to contribute £100.

Police Report – On Oct 7th a pedestrian was knocked down by a cyclist on S. Deeside Road – reminder to take extra care on roads with no footpaths and be seen.  A few drivers were reported for speeding and defective vehicles.  Reminder for farmers and landowners to check fences as continued reports of obstructions.  Reminder to motorists to be mindful of winter driving conditions – clear windscreens & additional time required.  Reminder to be vigilant on dark evenings and keep properties secure against housebreakers.

Mike queried the lack of police reporting of accidents on the South Deeside Road, as he, and several others could recall accidents during the period that were not mentioned.

Planning applications - Reminder that planning applications are to appear online from the 6th December at www.ukplanning.com

Area Partnership – Philip will attend next meeting and report.

Tree felling – After complaints about tree-felling at Maryculter House Hotel, Sandy wrote to remind everyone that trees are only considered by the council for Tree Protection Orders (TPOs) if asked to do so in writing.  We have no objection to this mechanism. No suggestions were forthcoming as to potential TPOs.
