MINUTES of the meeting of 16 October were approved subject to amendment Rob Winmill was not present and £15 - 200 club number was 194.

 

1.             MATTERS ARISING

 

New Lairhillock School – Nothing new

 

Web site – Up to date.

 

Roads – Still concerns regarding Banchory – Devenick crossroads and warning sign. Roads Dept confirm only intended to be one warning sign. Robert to write again to Roads dept challenging that and suggesting meeting with Duncan and Mark Skilling, at peak hour. Bill asked if we could obtain results of traffic survey. Also that two road surfaces around Auchlunies were causing concern. Robert will include this in letter.

Sylvia reported that road by new school will not be completed until March – delay caused by discovery of brown trout in stream. Robert to write querying opening date for School.

 

Western Peripheral RouteRob met with Cliff Buchan today, discussed compensation and ‘Blight’ orders for anyone whose property is affected by road. People living near the AWPR affected by noise, dust and light may only claim one year after road opened. Need to start assembling facts, photos, etc. now. Line Orders out in December, objections allowed within 6 weeks but probably will be some flexibility due to holiday period. Anyone can object but needs to be on faulty process, line of road, environment etc, not merely ‘I don’t want it’. Compulsorily purchase orders will be issued for the southern area in June or July. Side orders – closure/ diversion of side roads - will be issued in June/July. The Environmental report will be incomplete as it has not been conducted for an entire year, but additions published later. We were given the  latest map of WPR which show several “ponds” which serve to collect surface water and therefore collect pollutants. The “ponds” will be emptied and cleaned of silt annually. It was confirmed that traffic lights would be installed on slip roads at the Stonehaven and Charleston junctions. Embankments to be lowered and other economies as team attempt to down-size cost to stay within £400m. “STONEHAVEN Link” will be dualled and Motorway rules will apply users (no tractors, horses etc.)

Rob thinks NKRCC will have to decide whether we are for or against the project, as a statutory consultee. Philip said that we need to object in order to be able to appear at public inquiry. Bill thinks that the process was flawed and that is where objections should be made. It was agreed to invite Cliff Buchan to attend the January 2007 meeting in order to answer questions and allow the NKRCC to reach a judgement on the nature of any objections that would be lodged. An ad hoc meeting of the NKRCC would probably be required to agree our position on this important issue.

 

South Deeside View – Hazel asked for editorial contributions for next issue and also if anyone had ideas of who would be prepared to advertise.

 

2.         PLANNING

Blairs –Hotel, Golf course, 281 houses etc is to be presented for decision in December. As objectors NKRCC have been asked if we wish to speak. Agreed that we should (with Green Wedge).Bill felt it is only the beginning and with this precedent Banchory-Devenick could re-appear. Sandy thought that the furore over Ury House (which was granted) has prompted it to come to Committee. No ‘affordable housing’ included.

 

15 Affordable Houses Westside Maryculter – Application has been delayed.

Banchory-Devenick New Cemetery and Car Park – Application dropped – alternative proposal being progressed

 

Rob mentioned that a new 18 bed Lodge is to be was proposed in vicinity of Lairhillock.

 

3.         FINANCE

Maryculter Hall Committee had requested a grant to help towards the new changing rooms. As the Community Council had set a precedent in a previous case of capital funding this was refused but Hall Committee to be advised that we would be willing to contribute to other operating costs to free up monies for the new facilities. 

Maryculter School Board requested funds to help give the final pupils of the school a memento. It was suggested that a tree at the new school for each pupil would be more appropriate. However a grant of £100 was agreed.

5.                  AOCB

Meikle Carewe Windfarm –RES had suggested that we could be the custodians of the Environment Assessment . We are entitled as a statutory consultee to have a copy.

We will decide at our next meeting if RES should be allowed to present their case at our January meeting. Robert to write to RES to confirm delay.

Robert was concerned about the amount of rubbish being dumped on the Netherley roadside, apparently other roads are also being affected as well as Landowners. Robert will write to see if it can be collected.

Philip was thanked for his work on the SUSTRANS access plan, which was overtaken by rival bids for money.
