MINUTES of the meeting of September 15th were approved, subject to the corrections:

            Roads – Delete last line, insert Banchory-Devenick Councillors would discuss and report.

            Water supply – delete Philip will investigate, insert Mike gave a possible explanation.

 

1.                  MATTERS ARISING

Maryculter Hall – Nothing further, George Masson would retrieve grant documentation as Cookney Hall may like to apply.

Web site –  Nothing further

Western Peripheral Route –  We do not have the copies of the route to distribute yet. Philip suggested that if we do not get it in time for inclusion in the South Deeside View, it was agreed to have copies made and distributed with the SDV. Recently a resident near to the proposed route stated they were approached by a Council Officer with a copy of the route which was then discussed. This plan showed a potential junction close to Blairs. Concern was expressed about this and we will contact the Council to clarify the matter. It was reported that Westerton Farm which is close to the route has apparently now been purchased by the Muir Group.

Roads – Flashing warning lights installed at Netherley House bridge were now working. They seem to be quite effective but considered they may be too close to bridge.

Blairs Hearing – The hearing will be on Tuesday 4 November at Blairs. NKRCC and Green Wedge and others will present joint case opposing the 281 houses etc. (Total of 7 speakers). Open to the public. Decision from council expected in a couple of months.

Composting –  unfortunately the talk has had to be postponed due to the cancellation of our meeting. Mike will arrange for another time.

New School – The site had apparently been nodded through by the area committee, and Sandy reported that nothing came from the councillors quizzing the directors of Education and Law over choice of site. Each merely said they had confidence in their officers.

Straw Burning – The response to the previous enquiry from the public was that it is not illegal but if there was a continual problem the Council could act under ‘nuisance’ legislation

2.        PLANNING

 “Maryculter Organic Farm”. The block building being erected had been given permission some time ago as an agricultural building.

Local Plan – Public Inquiry. This will be held from 19 November to 19 March. Rob and others will speak on Conversion of steadings, Employment in the countryside and Wind farms. Our objections (and Others) have already achieved changes to policy statements. We hoped we might achieve a few more. After discussion we decided not to appear at the Public Inquiry on the Blairs issue as we believe we have achieved many of the changes we wanted. Statements we intend to present (and previously circulated) were agreed. Also agreed that we should co-operate with other groups & individuals as specified, to present joint cases.

 

3.         FINANCE

It was agreed to grant donations of £250 to Maryculter Playgroup towards additional equipment and £120 to Maryculter Senior Citizens Association towards their Christmas Party after receiving requests.

4.             CORRESPONDENCE

Police report: No specific report but Robert summarised the weekly reports; About 11.15 pm on Tuesday 7th October, the owner of a house on Duffshill Road, Banchory-Devenick, disturbed two males within his garage, seemingly trying to steal the contents of the freezer.  The males immediately left the garage without any confrontation and walked away on foot. One male was described as 5'8" tall, stocky build and wearing a green camouflage jacket and the second male was described as 6'1" tall, slim build and wearing a blue kagoul with dark jeans.

Small notebooks were available for anyone interested to record suspicious people or vehicles, Please contact the South Aberdeenshire Crime Prevention Unit

 

6.         AOCB

We had received a reply to our concerns over the waste tip at Maryculter. SEPA had been assured by Mr Skinner that the tip was now closed.

Sandy mentioned the 800 houses planned at Portlethen which were partly in our Area. Rob said that these were in the previous Local Plan and there was very little to be done now as this was to be decided the next day. The main concern was that they would be on the other side of the A90 to all existing facilities.

Bill asked if we had been invited to a ‘Scotways’ (Scottish Rights of Way) meeting by the Council, about the Right of Way at Haugh of Ardoe. We had not and Bill was asked to find out more and attend .
