MINUTES of the meeting of December 8th were approved.
1. MATTERS ARISING
Web site – Kevin reported site is up to date and contains WPR information and link to WPR site.
Western Peripheral Route – Sandy has asked for a meeting with the Agents and would like one representative from the community council to go along, Philip will go.
Roads (i) – Rob had written to roads dept regarding edging and potholes on Durris –Portlethen road. Kate reported large potholes at Banchory-Devenick crossroads. There is a hotline for roads maintenance, or email Robert and he will collate and report to Roads dept.
Roads (ii) – Henry Irvine-Fortescue commented on the poor signage at Maryculter bridge –South Deeside road junction which had allegedly contributed to a recent fatal accident there. He has asked for a new sign in the future. Sandy reported that the roads services are substantially under-funded. They are waiting for a large development such as Blairs or Brodie Country Fair at Drumoak which would help fund major junction alterations. Rob will write expressing our concerns, Henry will keep us informed.
Roads (iii) – Duncan asked if the Banchory-Devenick Crossroads priorities should be changed. Sandy agreed to arrange a meeting between the B-D community councillors and the Roads dept.
Declaration of Interest – Rob had spoken to Willie Munro (Area manager) on this matter and received assurances that it only affected community councillors who had direct pecuniary interest in matters before their community council or who were objecting to a neighbouring application that affected them very directly. If a planning matter was an issue of concern to the whole community then individual objections would not prevent community councillors taking part in such discussions.
Blairs Hearing – Nothing to report.
New School –The Scottish Executive have called in the previously approved outline planning application, which will delay matters. The proposed school and site were discussed at great length as full planning permission has meanwhile been applied for by the Education Dept. It was agreed that our previous specific objections to the outline application should be re-iterated as objections to the full planning permission. (These were road access and safety, lack of consultation on site, concern over housing to follow etc). Also agreed to add concerns over finish and appearance of proposed building and above all to stress that the community council welcomes in principle the provision of a new school within the area.
2. PLANNING
Local Plan (ALP) – Public Inquiry. Due to yet another error by council officers the Inquiry is delayed again- existing objections still stand and we may be able to add new ones. Likely new date May/June.
Rupert Lumsden – discussed his proposal for 10 houses opposite Banchory-Devenick school, explaining that he was planning that the properties would be ‘affordable’ three bedroom homes, with children attending the local schools. Kate voicing local opinions, said that she hoped it would not turn into a “Brookside” development. Duncan felt that the plan would be acceptable as long as it wasn’t the start of greater development. Mike thought it would be acceptable but hope tree screening would be used. Rupert agreed to take on board the points raised.
Wind farm Meikle Carewe – Application had been made for a 60metre Meteorological mast. RES appear to be about to put in an application for a wind farm exactly the same (in location/size) as their previously refused application in 2001. The Community Council agreed that if RES stated publicly that it was to be a similar application then we would object to this mast.
3. FINANCE
200 Club Draw – Raymond asked that all ticket sales be returned to him as soon as possible. The January and February draws will take place at the February meeting
4. CORRESPONDENCE
Police report: Between 1pm on Wednesday 17th and 1pm on Thursday 18th December, a home near to the Banchory-Devenick 'crossroads' was broken into and electrical items were stolen
Bill said the Scottish Rights of Way would send a letter to us regarding the Right of Way at Haugh of Ardoe. Building had started on the Golf development but the Riverbank would still be accessible.
